Tripura Hit by 72-Hour Blockade Over Peace Accord Demands

Road and rail connectivity in Tripura was disrupted on Friday as surrendered cadres of three former insurgent organisations launched a 72-hour statewide blockade, demanding implementation of commitments made under the September 4, 2024 tripartite peace accord.

The protest, which began at 6 am, involves the National Liberation Front of Tripura (NLFT) Original, NLFT led by Parimal Debbarma, and the All Tripura Tiger Force (ATTF). Blockades were reported at Hatai Kotor on the Assam-Agartala National Highway, Brigudasbari along a railway route and Khowai Chowmuhani, affecting vehicular and train movement. Security personnel have been deployed at the affected locations.

The returnee groups allege that several commitments under the 2024 agreement, particularly rehabilitation, livelihood assistance and socio-economic measures, have not been implemented satisfactorily. They have submitted an 11-point charter of demands, including immediate implementation of the peace accord, recognition and inclusion of surrendered cadres in the official list, protection for former cadres and leaders, filling of ST backlog vacancies and withdrawal of pending police cases.

The groups have also demanded implementation of projects under the Socio-Economic Development Package (SEDP), including projects involving privately owned land and individual beneficiaries.

Several demands relate to wider indigenous issues, including safeguards for Tiprasa land, a separate administrative arrangement, adoption of the Roman script for Kokborok, a common customary law for Tiprasa communities, restoration and renaming of traditional village names, and transfer of certain land acquisition and allotment powers to the Tripura Tribal Areas Autonomous District Council (TTAADC).

The blockade comes on the same day as a high-level meeting in New Delhi involving Union Home Minister Amit Shah, Tripura Chief Minister Manik Saha and Tipra Motha leader Pradyot Kishore Debbarma, with implementation of the 2024 agreement among the issues under discussion.

The surrendered groups have maintained that the agitation is a democratic movement aimed at ensuring that commitments made under the peace settlement are implemented without further delay.
