Defence Minister Rajnath Singh Calls for Stronger Civil-Military Integration

Defence Minister Rajnath Singh on Monday called for greater integration between the uniformed Armed Forces and the civilian wings of the Ministry of Defence to strengthen the country’s defence ecosystem and effectively address evolving security and technological challenges.
Addressing the 85th Armed Forces Headquarters (AFHQ) Civilian Services Day celebrations in New Delhi, the Defence Minister said both the military and civilian services are united by the shared commitment of “Nation First”, adding that a common objective transforms every element of the system into national strength.
Mr. Singh stressed that military and administrative integration must progress together. He said that as joint and integrated structures evolve, there will be a growing need for continuity and expertise in areas such as policy formulation, administration, and human resource management.
Highlighting the importance of closer cooperation, the Defence Minister called for enhanced structured cross-exposure between civilian and military officers through joint training programmes and developmental assignments. He said such initiatives would enable both sides to learn from each other’s experiences and strengthen institutional coordination.
Describing the AFHQ Civilian Services as the institutional memory of the Ministry of Defence, Mr. Singh said the cadre provides continuity, domain expertise, and policy stability while serving as a vital bridge in promoting civil-military synergy.
He also urged AFHQ personnel to contribute beyond their traditional responsibilities by supporting defence technology research, geo-strategic thinking, and innovative ideas to further strengthen India’s defence ecosystem.
