Sixth State Finance Commission submits Report to CM Dr. Manik Saha

The Sixth State Finance Commission on Friday handed over its Report to Chief Minister Professor (Dr.) Manik Saha, with Commission Chairman Shri Abhishek Singh, IAS, Member Dr. Pallab Kanti Ghosal and Member Secretary Dr. Akinchan Sarkar, IAS, presenting the document that outlines measures to strengthen local self-governance across Tripura.
The Sixth State Finance Commission was constituted by the Government of Tripura on 7 January 2025 under the provisions of Articles 243(I) and 243(Y) of the Constitution of India. The two-member Commission was chaired by Shri Abhishek Singh, IAS, with Professor (Retd.) Pallab Kanti Ghoshal serving as Member and Dr. Akinchan Sarkar, IAS, Additional Secretary, Finance Department, Government of Tripura, serving as the Member Secretary.
The primary mandate of the Commission was to review the financial position of the Panchayati Raj Institutions and Urban Local Bodies in the State. In addition, the Commission was entrusted with recommending the principles governing the distribution of financial resources from the State Government to different tiers of Rural Local Bodies, Urban Local Bodies and the Tripura Tribal Areas Autonomous District Council, identifying measures to strengthen local governance and suggesting ways to enhance the financial capacity and operational efficiency of these institutions.
The Chief Minister highly appreciated the Commission's sincere efforts in preparing the Report through extensive consultations with various stakeholders involving Government departments, local self-government institutions and experts in different fields in the arena of local self-government. He stated that the State Government would examine the Commission's recommendations with due importance and would take appropriate measures to strengthen the system of local self-governance and promote balanced development throughout the State.
The Chairman of the Commission expressed his sincere gratitude to officials of the Rural Development (Panchayat) Department, Urban Development Department and Finance Department, as well as elected representatives, local self-government institutions and all stakeholders who were associated with the Commission and extended their valuable support, cooperation and constructive suggestions during its study.
It is expected that the submission of the Report of the Sixth State Finance Commission will set a milestone in strengthening fiscal decentralization in Tripura. It is also expected to contribute significantly to improving local governance and advancing inclusive and sustainable development across the State.
It is learnt that the Report will be placed before the Council of Ministers. Once the recommendations are approved by the Council of Ministers, they will be implemented by the concerned departments during the period from 2026-27 to 2030-31.
