Quad Nations Deepen Cooperation on Energy Security and Maritime Stability

External Affairs Minister S. Jaishankar on Tuesday chaired the Quad Foreign Ministers’ Meeting in New Delhi, where the four member nations reaffirmed their commitment to strengthening energy security, resilient supply chains, and maritime cooperation in the Indo-Pacific region.
The meeting was attended by Australian Foreign Minister Penny Wong, Japanese Foreign Minister Toshimitsu Motegi, and US Secretary of State Marco Rubio.
The Quad countries — India, Australia, Japan, and United States — agreed on an Indo-Pacific Maritime Surveillance Initiative and a Common Operating Picture to enhance maritime domain awareness and regional security cooperation.
Addressing the media after the meeting, Dr Jaishankar said the discussions were substantive and focused on issues of significance to the Indo-Pacific. He noted that the Quad nations would consider forming an expert panel on port infrastructure, collaborate on a pilot port project in Fiji, and strengthen cooperation on undersea cables.
A major outcome of the meeting was the finalisation of the Quad Critical Minerals Framework, aimed at securing resilient supply chains for critical minerals. The Quad countries also announced the Quad Initiative on Indo-Pacific Energy Security, which will focus on technology, policy coordination, international market analysis, and emergency response exercises.
The member nations reiterated their strong commitment to maintaining stable, transparent, secure, and resilient energy markets. In a joint statement, they stressed the importance of unimpeded freedom of navigation and uninterrupted global commerce, including through the Strait of Hormuz.
US Secretary of State Marco Rubio said the critical minerals framework would help coordinate investments in mining, processing, and recycling while strengthening supply chains. He also announced that the United States would host a Quad Fuel Security Forum later this year.
The Quad countries further agreed to deepen cooperation in maritime security, humanitarian assistance, disaster relief, logistics, and counter-terrorism efforts across the Indo-Pacific region.
