Assam Signs Peace Pact with Kuki, Hmar Armed Groups
Mar 16, 2026
The Government of Assam on Sunday signed a Memorandum of Settlement (MoS) with four armed groups from the Kuki and Hmar communities, marking what officials described as the end of ethnic militancy in the state.
The agreement was signed during a formal ceremony in Dispur in the presence of Assam Education Minister Ranoj Pegu.
The three Kuki armed groups that signed the settlement are the United Kukigam Defence Army (UKDA), the Kuki Revolutionary Army (KRA), and the Kuki Liberation Organisation (KLO) along with its armed wing, the Kuki Liberation Army (KLA). The Hmar Peoples’ Convention–Democratic (HPC-D) signed a separate agreement with the government on the same occasion.
In a post on social media, Pegu described the signing as a historic milestone for Assam, stating that the agreements would bring the armed groups into the democratic mainstream under the leadership of Chief Minister Himanta Biswa Sarma.
He said the agreements would pave the way for the creation of the Kuki Welfare and Development Council and the Hmar Welfare and Development Council to promote the socio-economic and cultural advancement of both communities.
The state government said the settlement is expected to strengthen peace and stability in Assam by ending long-standing ethnic militancy and encouraging development among the Kuki and Hmar populations.
