Kishore Barman Emphasises People’s Plan Campaign to Strengthen Rural Governance

Panchayat Minister Kishore Barman on Monday underscored the importance of the People’s Plan Campaign (PPC) and the Panchayat Budget Campaign while addressing a key discussion at the State Panchayat Raj Resource Centre. The meeting was attended by elected representatives from the three-tier Panchayat system—Gram Panchayats, Panchayat Samitis and Zilla Parishads—along with officials from various government departments.
Addressing the gathering, Minister Barman candidly acknowledged that despite several well-conceived development plans in the past, many initiatives in Tripura failed to deliver results due to poor coordination between planning and budgeting. He noted that projects related to rural roads, drinking water supply, Anganwadi centres, health sub-centres and livelihood-based schemes often remained incomplete or delayed, depriving people of their intended benefits.
The Minister said the People’s Plan Campaign, guided by Prime Minister Narendra Modi’s vision of empowered Panchayats, aims to change this reality. Emphasising that “the real strength of democracy lies in the Gram Sabha and Panchayats are the true drivers of development,” he stated that PPC ensures planning begins at the grassroots level, budgets are allocated on time, financial management remains transparent, and implementation is accountable to the people.
Minister Barman described the active participation of Panchayat representatives and departmental officials as a significant step towards strengthening Tripura’s Panchayat Raj system, adding that the state is steadily emerging as a model for Panchayat governance at the national level. He called upon all stakeholders to work collectively to achieve the goal of “Today’s Budget, Tomorrow’s Development” and to take Tripura’s development to new heights.
