CM Manik Saha Stresses Effective Implementation of New Criminal Laws

Chief Minister Prof. (Dr.) Manik Saha, on Sunday addressed a state-level workshop on “Investigation and Prosecution under New Criminal Laws and the NDPS Act” held at Pragna Bhavan, Agartala. The workshop was organized by the Home Department with the aim of ensuring the smooth and effective implementation of the newly introduced legal framework in India.

In his address, Chief Minister Saha emphasized the need for timely adaptation to the reformed legal system, which reflects the country’s commitment to justice, transparency, and citizen-friendly governance. “These new laws are modern, time-bound, and technology-driven, and their successful implementation will play a crucial role in strengthening public trust in the justice system,” he said.

With effect from July 1, 2024, India officially replaced the 150-year-old colonial Indian Penal Code (IPC) with the Bharatiya Nyaya Sanhita (BNS). Alongside, two other major laws—Bharatiya Nagarik Suraksha Sanhita (BNSS) and Bharatiya Sakshya Adhiniyam (BSA), 2023—have come into effect. The Narcotic Drugs and Psychotropic Substances (NDPS) Act has also been amended to align with the new legal framework.

The Chief Minister praised the Tripura Home Department for taking a proactive approach in preparing law enforcement agencies and legal institutions for this significant legal transition. The new laws focus on fast-tracking investigations, enhancing the use of digital and forensic evidence, ensuring victim protection, and streamlining court procedures.

Senior officials from the police, prosecution, judiciary, and legal fraternity participated in the workshop, discussing various challenges and strategies related to the implementation of the new statutes.

Chief Minister Saha urged all stakeholders—law enforcement officers, public prosecutors, and judicial officers—to stay informed, trained, and fully aligned with the objectives of these reforms. “It is our shared responsibility to ensure that justice is not only delivered but is also seen to be delivered—swiftly, fairly, and efficiently,” he said.
