Assam Cabinet aproves proposal to declare Urpad and Hasila Beels as Proposed Reserve Forests

In a major push for wetland conservation, the Assam Cabinet has approved proposals to notify two ecologically important waterbodies — Urpad Beel and Hasila Beel — in Goalpara district as Proposed Reserve Forests (PRF) under the Assam Forest Regulation, 1891.
Addressing a press conference after chairing the Cabinet meeting on Sunday, Chief Minister Himanta Biswa Sarma said the decision aims to protect the wetlands and preserve the region’s ecological balance.
"The Cabinet has approved the proposal to notify Urpad Beel area, spread over 1,256 hectares, as a Proposed Reserve Forest under Section 5 of the Assam Forest Regulation, 1891," said the Chief Minister. "This ecologically sensitive and biodiversity-rich wetland will now be protected and conserved to strengthen our ongoing conservation efforts in Goalpara."
In addition, the Cabinet also gave its nod to notify the Hasila Beel area, covering 245 hectares, under the same regulation. Both notifications will be subject to a one-month public consultation period, during which citizens can submit their opinions or objections.
“These steps are aimed at ensuring that the social and natural balance in Goalpara is maintained,” CM Sarma added.
Beels, or natural wetlands, are critical to Assam’s ecology. They provide habitats for a wide range of flora and fauna, support the livelihoods of local communities, and serve as natural buffers against floods. Urpad Beel, in particular, is known for attracting migratory birds and supporting a rich aquatic ecosystem.
Environmentalists and conservation groups have long advocated for the protection of Assam’s wetlands, many of which face threats from encroachment, pollution, and unregulated development.
The proposed notification is expected to enhance legal protection for these waterbodies, promote biodiversity conservation, and contribute to climate resilience in the region.
