SSA teachers: Next hearing on July 19

The High Court of Tripura on Monday posted the next date of hearing on July 19 in two respective pleas filed by Sajal Deb and Manoj Kumar Debbarma seeking regularization of teachers recruited under the banner of  Sarva Shiksha Abhiyan.

 Hearing on the petitions, Justice Arindam Lodh released the case from part heard and fixed the matter for next hearing on July 19 next.  The SSA teachers said that the then state government had broken the norms of SSA and Right to Education (RTE) Act, 2009 as it had failed to appoint SSA teachers on regular appointments.

 They pointed out that as per mandatory norms of SSA framed by MHRD, the posts of teachers sanctioned under the SSA were regular posts and should have been created by states in Education Department with same salary, allowances and service conditions as of regular teachers.

 “As per the NCTE notification in 2010 and later amended in 2011, teachers appointed before 2010-11 were exempted from clearing the TET exams as per the Para 5 of the notification”, the SSA teachers added.

Regarding the payment of salaries to the teachers, they added that the central government provides 90 per cent of the funding while the state government provides 10 per cent as a pre condition to appoint the teachers on a regular basis. The SSA Teachers’ Welfare Association questioned the motive of the then state government as to the delay in regularizing the services of the teachers who consists of about 8000 teachers in lower primary and upper primary schools in the state who have all along demanded regularization of the services.

Earlier, they bannered by SSA Teachers’ Welfare Association held protest rallies in the capital demanding regularization of their service. Last year, they went on fast-unto-death stir demanding regularisation of job.
